Climate United 2025 Impact Report

In April 2024, the EPA awarded Climate United $6.97B to provide affordable, accessible financing for clean energy projects through the National Clean Investment Fund. Soon afterwards, Climate United and its partners began executing on our strategy to leverage public and private funds to deliver energy cost savings for hardworking Americans, create jobs, increase access to affordable housing, support domestic manufacturing. We were actively doing this work when our funds were abruptly frozen in February 2025.  

Despite challenges and setbacks, Climate United remains committed to our mission, and to operating with transparency and accountability. Our new impact report captures progress towards our workplan during the first annual performance period from April 2024 to June 2025.

OUR IMPACT

In our first year, Climate United achieved all annual goals and met required benchmarks to reach long-term goals. Climate United closed or committed over $742M in financial assistance to deploy clean energy, expand access to electric transportation, and upgrade buildings across the country.  Unfortunately, the vast majority of committed transactions were not disbursed before funds were frozen in February. These projects are currently in limbo as we await resolution in our legal case.  

In September 2024, Climate United Fund closed our first deal: a $31.8 million pre-construction loan for 18 solar power projects across the state of Arkansas – the largest commercial solar project in the state’s history. In March 2025, Climate United Fund committed $42.3 million to support the construction of solar arrays for the University of Arkansas System, as well as five additional solar projects that will serve community facilities, municipal buildings, and the largest employer in Arkansas with clean, affordable energy over the next decade and beyond. 

In October 2024, Climate United Fund announced our $250 million electric drayage truck program to offer affordable leasing options for battery electric trucks to small fleets and independent operators. We plan to purchase up to 500 battery-powered trucks that are made in the U.S. by American manufacturers, which is estimated to reduce greenhouse gas emissions by over 42,000 metric tons of CO2e per year. 

In February 2025, Climate United Fund closed a $10.8 million pre-construction loan to a solar developer to support three utility-scale solar power developments in the Pacific Northwest on Tribal lands. Together, the projects will total up to 885 MW of solar energy and battery storage, creating local jobs and reducing greenhouse gas pollution by approximately 1.1 million metric tons (MT) of CO2e annually upon completion. 

Also in February, CPC Climate Capital financed an affordable housing project in partnership with the City of Tarrytown, NY to provide affordable housing for seniors. CPC Climate Capital's $3.072 million subordinate permanent loan helped finance upgrades that will reduce annual carbon emissions by an estimated 240 MTCO2e per year while preserving affordability for 109 units for the next 99 years. 

In November 2024, Climate United launched a pre-development program, Climate United NEXT, to take early-stage clean energy projects from planning to project financing. Our first round of funding, targeted at projects serving Native communities, received 104 applications, and Climate United chose 22 high quality projects for our first cohort. Projects range from electrifying fishing boats to installing solar panels on Tribal lands to performing energy efficient upgrades on homes. Unfortunately, Climate United has not been able to provide funding for these projects due to frozen funds. 

THE PATH FORWARD 

Despite the headwinds, demand for affordable, accessible financing for clean energy projects remains strong. Without access to the capital that was obligated and disbursed through the Greenhouse Gas Reduction Fund, countless local projects hang in the balance. Climate United is pressing forward to unfreeze funds so we can get back to work investing in projects that improve lives and transform communities.
